The Architect of Modern Cancer Care

Dr. Cecilia Ladines – Llave has always been a trailblazer. As the first woman to lead the Cancer Institute at the Philippine General Hospital (PGH), she broke barriers in surgical leadership. She didn’t just manage the institute; she transformed it into a sanctuary of hope, ensuring that the country’s premier government hospital provided world-class oncological care to those who needed it most.

More Than a Surgeon: A Crusader for Prevention

While her skill in the operating room is legendary, her greatest legacy might be the surgeries she has prevented. As a driving force behind the Cervical Cancer Prevention Network (CECAP) and the “Manila Declaration Crusade,” Dr. Ladines-Llave has been the nation’s loudest voice for early screening and HPV vaccination.
She understood early on that to save the most lives, medicine must move beyond the hospital walls and into the community. Her leadership in the Mother and Daughter Initiative—a partnership with Johns Hopkins University (JHPIEGO)—has empowered thousands of families to take control of their reproductive health.

A Global Mind with a Filipino Heart

Dr. Ladines-Llave is a rare “physician-scientist.” With a PhD and numerous awards for research excellence from UP Manila, she has represented the Philippines on the global stage as the President of the Asia Oceania Research Organization for Genital Infections and Neoplasia (AOGIN).
Yet, despite her international accolades, her heart remains firmly rooted in serving the Filipino people, whether through her clinical work at Asian Hospital and Medical Center or her extension services in rural areas.

Why This Award Matters

The TOFP Award by the JCI Senate is reserved for those who embody “Service to Humanity.” In 2025, there is no one more deserving than Dr. Ladines-Llave. She represents the perfect blend of academic brilliance, surgical precision, and a servant’s heart.
To Dr. Cecilia Ladines-Llave: Thank you for your tireless service, your pioneering spirit, and your unwavering commitment to making a “Cancer-Free Philippines” a reality. You are an inspiration to the next generation of Filipino doctors.

Guiding National Scale-Up: Technical Adviser to SUCCESS-FAP

Today, Dr. Ladines-Llave continues to shape the future of cervical cancer elimination as Technical Adviser to the SUCCESS-FAP Project (Scale-Up Cervical Cancer Elimination with Secondary Prevention Strategy for the Asia-Pacific).

SUCCESS-FAP is a landmark initiative that aims to dramatically expand access to high-quality cervical cancer screening, early detection, and referral, particularly for underserved and hard-to-reach populations. By strengthening local health systems, training frontline providers, and introducing effective screening technologies such as HPV-DNA testing, the project translates global elimination goals into local, life-saving action.

In Iloilo, Dr. Llave’s technical guidance ensures that programs are clinically sound, ethically grounded, and centered on women’s needs—bridging global standards with Filipino realities.

An Epic Collaboration for Women: Cancer Warriors Foundation

The SUCCESS-FAP Project in Iloilo is implemented by Cancer Warriors Foundation, Inc., a civil society organization distinguished by its fierce compassion, operational excellence, and unwavering commitment to women’s health.

Under the visionary leadership of CEO Ms. Carmen Auste, Cancer Warriors Foundation has brought together LGUs, global partners, clinicians, and communities to turn policy into practice. Ms. Auste’s leadership is marked by relentless empathy, strategic clarity, and an unshakeable belief that no woman should die from a preventable disease.

Together, Dr. Cecilia Llave and Ms. Carmen Auste represent a rare and powerful convergence of clinical brilliance and grassroots resolve—two extraordinary women whose shared passion has given rise to an epic, people-centered project for the women of Iloilo and beyond.
